I can not use the App Store to download

I just purchased a new iPhone and set a new Apple ID. But when I try to use App Store to download some apps, it failed. It said: “This AppleID has not been used in the iTunes Store “, and asked me to re-sign in. I did it, then came to the same words. I was stuck in the loop. I restarted my phone and updated my billing address information, but still didn’t work. May you give me any suggestions? Thanks!
