i just upgraded from a iphone 11 to iphone 13 pro max
transferred all the data, however, stickers that i have purchased don’t seem to be able to be downloaded for imessage
what i have tried:
tap it repeatedly
restart iphone
cleared the download queue

Let's see if we can help get these remaining stickers downloaded. Have you checked to see if there are any app updates that need to be installed? How to manually update apps on your Apple device
Have you checked to make sure the app you got the stickers from is compatible with your new iPhone and iOS version? Open the App Store and search for the app's name. Once you have the app, scroll down to the section "Information". It's here you will find the iOS versions it is compatible with.
If there were no updates and the app is compatible, you will want to reach out to Apple's iTunes Support. They can be reached by going to Get Support.

Yes, the screenshot shows the exact step that the link tells me to do, except when i press the cloud with the download arrow, nothing happens.
i have tried restarting my phone and signing in and out as well.
