Safari won’t open any web pages

Been using Big Sur since it came out. Two days ago, safari quit working while I had several pages open. After force quitting, the app opens with the menu bar but will not open a window, new or Private. Tried restarting MacBook, but got same results. Decided maybe it’s time to download Monterey, which I did, but safari acted the same. No problem on iPad,iPhone,or new desktop. One more thing: it works fine when I created a new user! Have spent a total of 4 hrs with Apple tech support, but they haven’t figured it out. Waiting to call them back after Christmas.

Go step by step and test.

And it deletes some system caches, including font caches and

the kernel cache, which are automatically created again as needed

3. Clear History

After about 5 plus hours on the phone with Apple Tech all the way to expert level (?), I finally decided to wipe the computer as if it was being readied for a trade in. My MacBook was now ready for a new owner. (I saved my data first.) The Setup Screen greeted me when I restarted the computer. I went through the process of setting the MacBook up for me 'the new owner/user' and tried Safari. It worked correctly with windows opening and going to web sites. Then I went through the process of migrating only my User data. Finally, I tried Safari again. It worked just as it was designed.
