Purchase $50 gift card, use 19.99, remain 18.37

I recently purchased a gift card costed $50 to buy in app product. It then charged me 58.22% tax for a purchase that just 19.99. As the result, my remaining balance is 18.37. I need answer to this question: Why do I have to pay that much. My location is Texas, US. Thank you for your supportive answers.

How much does apple charge for a 9.99$ app? So I bought 10$ itunes gift card and went to my tab to buy procreate which is 9.99$ but as I tapped to buy that app, it says insufficient funds. I was confused and tried to do a bit of research and found out that apple charges a bit more than that. I am confused as to why do I have to pay a bit more? and how much do they charge? :')
