I am using the quick start guide. I get through step 4 and then on the new iPad I get a message that the transfer is not supported. Not sure what to do then

Thanks for those details. Is the new iPad fully updated? You'll want to make sure the iPad you already owned isn't on a later iPadOS version than the new one. If needed, see how to update here: Update your iPhone, iPad, or iPod touch
