Creating AppleID for a minor

Hi,

I've been trying to create an AppleID (under the family sharing) for my daughter (she's 4), but I seem to run into an issue (repeatedly) when I get to the two-factor authentication section. Since my daughter is 4, she does not have a phone, and my number is listed, but Apple (seemingly) will now allow this number to be linked to two accounts.

Is there a way to bypass this?
