It doesn’t give me the option to add a default speaker. On the TV I can add the home pod as a temporary speaker but not permanent. On the home app it doesn’t show any home pods. Both devices are the newest hardware, fully updated and part of the same home and owner….

You could check one setting which might make a difference. In Apple's support document Use HomePod with Apple TV 4K
it mentions that the HomePod and the AppleTV have to be assigned to the same room in the Home app. Perhaps yours are set to be in different rooms?
