You can keep it, however, be prepared to run into the Activation Lock feature. You will need the original owner’s Apple ID and Password to remove the Activation Lock. Without that information, the iPhone will be useless to you.

The other option is to make a reasonable effort to locate the rightful owner of the iPhone. If there is no way to do that, then you can hand it to the local police.

Post notices around where you found it, contact the police, and if applicable, the Lost & Found department of the facility where you found it.
