Missing Songs
I do not subscribe to Apple music or I tunes match, I have a new ipod touch and not all of my songs have transferred, I do have the menu option of syncing library. How can I retrieve my complete library?

Try another Sync. There have been issues for some time whereby iTunes fails to add all the songs you expect at a Sync.
Of course, this assumes that you have selected Sync Entire Library, and not Sync Selected playlists, artists, songs and videos. Also, there is an option that prevents songs copying to the iPod if you untick (uncheck) a song in your Library. Note that they copy to the iPod, and not transfer. It might seem as though I'm being pedantic, but there's a crucial difference.
