Connect to a carrier

I am thinking 9f buying an iPhone 13 Pro and I was wondering for the carrier, if I choose T-Mobile, does that mean I can go to -T mobile or Metro and activate the Sim there or doe sit mean something different?

unlocked iphone 11? we just bought a new iPhone 11 and intended to buy the "SIM free - activate with any carrier" option, but accidentally clicked on T-Mobile. Will this phone work with all carriers if we switch later? Currently T-Mobile but will switch if the rates are better elsewhere

Yes or if you buy it at an Apple Store you can activate it there.
