My new ipad is not sending me a verification code to my iPad to verify my phone number
how can I do so?

Make sure the iPad you are sending it to is connected to the Internet. Otherwise, you can try sending the code to another trusted device or phone number: Get a verification code and sign in with two-factor authentication
