Persistent -42110 error, can't buy new tunes, can't authorise existing laptop

Getting an error -42110 when try to make purchase from iTunes on Win 10.

Tried an app repair, then app reset, then uninstall-reinstall, problem persists.

Next tried a device de-auth/re-auth for my laptop and got -42110 error again.

Further investigation shows laptop isn't authorised to purchase/downloa (2 out of 5 devices authorised). but is authorised to play music (3 of 5 devices authorised)

Has anyone else experienced a similar problem and found a fix?

Windows, Windows 10

Thanks for this help thus far; deleted all files described and reinstalled from Microsoft store ( problem persisted).

Round 2 - deleted all obviously apple related files from c:\program data and uninstalled bonjour via control panel. before reinstalling from Win 64 install package (and running as Admin) rather then using Microsoft store

Where we are now -

My initial response was 'that it wasn't a clean install /uninstall, as iTunes store opened , displaying account ID and credit balance regardless I persisted and made a purchase , without encountering the dreaded -42110 error. and I'm now going to try some further tests, but so far so good

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.

Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading, or want to revert to an older version if the current one won't work properly for you at the moment. Links to the most recent builds are now at the bottom of the page.

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed. With Windows 10 you might try switching between the Microsoft Store version and a direct download from apple.com.
