Notes toolbar is missing?

I’ve searched over other answers and none of that is working. iPhone X is up to date, predictive keyboard is on, Notes set to iCloud, there’s no + button to add the keyboard.

The menu will appear only in Notes on iCloud or "On My iPhone" not in any other folders.

Yes! Thank you!!!

I never use any other folders besides the defaulted one, so I forgot that they even exist. As you said, I was indeed saving to another email account, not “iCloud,” and now the issue is resolved.
