Samsung TV continuously turns on approximately 20-40 seconds after being turned off

I've got a Samsung Q8FN TV and a Bose Soundbar 700. When I connect the Apple TV to the TV I have an issue where the TV will turn back on after being turned off. It appears as though the command is traveling via CEC from the Apple TV to the Soundbar (I see it light up before the TV) which then turns on the TV.
The Apple TV appears to be asleep when this happens (no white light on front). Unplugging the Apple TV prevents the TV from turning back on. Disabling CEC functionality within Apple TV's settings has no affect.
Others with this mix of hardware also seem to have this issue (as seen on Reddit and this Apple discussions site).
All firmware is up to date on all devices.
Installing a CEC blocking dongle (disables HDMI Pin 13) fixes the issue, but obviously doesn't allow for the Apple TV's remote to control the TV on/off or HDMI switching functionality.
Other CEC enabled hardware is installed without issue (Fire TV 4k, Nintendo Switch).
Any recommendations? I submitted a bug report via the Apple website but I don't expect anyone will actually ever read it.
