Blacklisted and carrier locked

I bought phones(after market), those were on t-mobile, I verified phones at t-mobile with initial owner on purchase, phones were not black listed and were good to be sold, and they were also working on other carriers even-though it showed sim locked, after a week carrier stopped working and they were blacklisted, I tried reaching t-mobile they said they will unlock in 24 hours and remove from blacklist. But they never did, now they are saying the phones aren’t locked to t-mobile, and owner is not willing to help as they already verified phones with me at t-mobile upon purchase, what steps should I take?

I’m afraid there is a common scam to sell a phone, then some time later report it stolen to collect insurance on it or get a replacement from insurance. When reported stolen it is blacklisted, and getting it removed from the blacklist is difficult, and frequently impossible. You can suggest to the seller that you might report it as possible insurance fraud, which is a felony in the US.
