Apple ID Spinning Wheel during setup of new MacBook Air

Just got a refurbished MacBook Air M! November, 2020 from Apple. Used Migration Assistant to trnasfer contents of my old 2017 MacBook Air. All seemed to go o.k. until the password question for connecting with iCloud. I entered my password, collected my verification code sent to my phone, entered it - and an hour and a half later all I have is a spinning wheel. Can't complete my set-up, it's getting late here on the east coast of Canada, Help!

Thanks, Erica.

Yes, one of the macs wasn't signed in to iCloud and doing so fixed the problem.

I got help through AppleCare and they were able to walk me through it and it all works well now.
