How to delete photos documents and data?

I backed up and deleted all of my photos and videos from my iphone (to have more storage), deleted them from “recently deleted” and restarted my phone. Originally I had like 40G of photos. When I went to check my storage breakdown, however, it shows that I have 23.32G of “documents and data”. How can I get rid of this?

My iphone deleted all my photos but i purchased extra storage , why did that happen? I recently checked my phone to see thousands of my pictures were deleted on my iphone. I had purchased extra storage a while ago and have been paying monthly, i had NO warning my phone will delete all these photos to open up storage on my phone. My icloud back up is on for my photos, how do i retrieve all my photos back?
