Shift Command 6 will take an isolated screen shot of the Touchbar only...
It appears to be the the Control Stip portion of your Touchbar:
On your Intel Mac w/ T2 chip —the best you can do in an effort to sort the issue yourself is both:
(get at least two-three rounds of the chimes when holding the NRAM Reset)
if no resolve, then you can expect this is a hardware issue:

Have you restarted? If not do so. If that does nothing restart in safe mode and let it sit for 10 minutes then restart normal and check the bar.

If they are truly dead, a repair is indicated.
