Airpod Pro lights are flashing white and amber?
My airpod pro's are flashing white then orange. I have reset them and still no luck.

Resetting the AirPods Pro was a good step to try. If you look at the article
Charge your AirPods and learn about battery life, that if the light flashes white, your AirPods are ready to set up with your iPhone, and if the light flashes amber, you might need to go over the article Connect your AirPods and AirPods Pro to your iPhone again.
Have you tried to connect the AirPods Pro to a different Bluetooth device? That would help in knowing whether the iPhone or the AirPods Pro is having issues with connecting. Set up AirPods with your Mac and other Bluetooth devices
