Thanks for reaching out to Apple Support Communities. If this feature isn’t working, back up and update to iOS 15.2 with the steps in this link:
Update your iPhone, iPad, or iPod touch
Also, is this occurring on your iCloud account or different account? Does the contact still get blocked on your iPhone? Test on a contact from a different email account, like iCloud, and see if the issue continues there.
