My question is, is this expected behavior or should this work just like the other ports? I've had USB-C ports die on a Macbook before, so I'd rather catch it early.
You should be able to charge alternatively using USBC charging only....
"You can use any of the Thunderbolt 4 (USB-C) ports to charge your Mac with a USB-C charge cable. Your Mac charges over only one port at a time, so connecting multiple power adapters to the MagSafe 3 port and Thunderbolt 4 (USB-C) ports won't result in faster charging. If you connect more than one power source, your Mac charges only from the adapter providing the most power."
Verify you have all other USBC attachment disconnected in an effort to trouble shoot further.

If no insight or resolve you can try running the user diagnostic—for hardware issue...not as definitive as Apple's own AST2 (Apple Service Toolkit) back bench diagnostic, but may kick out an error code.
