Being able to access Maps is definitely something we can help you figure out. Since we're not seeing any issues on the System Status tool, we're wondering if it might be a network issue with the device. Are you seeing any other apps or websites not working or loading as expected? One way to test is by connecting to Wi-Fi, seeing if Maps works and then connecting to a cellular network and testing it again. If it works on only one or the other, we may be able to isolate the issue that way.
In the article View or change cellular data settings on iPhone, you will be able to find the steps to enable/disable cellular data on a per-app basis so if it doesn't work on your data connection, then it may be a good idea to check that article out and see if you may have disabled cellular data access for Maps.

Have you tried removing Maps from your device and reinstalling it from the App Store? If not, let's give that a shot: Delete built-in Apple apps from the Home Screen on your iOS 14 or later or iPadOS device or Apple Watch. If you're still stuck, it wouldn't be a bad idea to contact Apple directly.

The cellular setting is turned on and I have the same problem with Wi-Fi as well. Google Maps is working and that is what I end up using now.
