Thank you for participating in the Apple Support Communities. We understand your Voice Memos are stuck downloading, and we'd like to assist. How long has this been happening? If it hasn't been long, we recommend making sure you're connected to power and a strong Wi-Fi connection and letting them download overnight. Restarting your iPhone may help as well. You could also try turning Voice Memos off and back on again in your iCloud settings. Here's how if needed:
