As stated in this article:

"Apple Fitness+ requires Apple Watch Series 3 or later with watchOS 7.2 or later and ..: iPhone 6s or later with iOS 14.3 or later...."

And in:

"Note that some Apple Watch features depend on having a companion iPhone, and aren't available on an Apple Watch that you pair using Family Setup."
