'deleteimmedietely' option not shown on single item in trash bin?

I am using 10.13 sierra and I found something very strange on my macbook today.

I went to trash bin to recover some space so I chose to delete selected folders from trash bin, I selected and right click on it but no deleteimmediately option shown on selected folders.

I then checked each folder separately and few folders were showing delete immediately option on right click but few of them not.

I thought could be some right issue so did check some other options and mac support blogs.

few mins later I came back and now every folder is not showing 'deleteimmediately', I other than reading few blogs actually changed nothing on my machine, I could not understand why is it so?

Could any of those folders have files in Use?

Start with this...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
