Facial recognition disabled

I followed Apple support protocol by going to have an authorized dealer (Bestbuy) look at my phone to figure out why facial recognition was disabled. They said the laser sensors were working properly and did not know why facial recognition wasn’t working. They said my 2019 phone wasn’t in warranty and that I needed to buy a new phone. Why is this the only answer if the laser recognition is working properly?

Why do I have to pay $399 to resolve the issue if laser recognition is working properly.

Apple reduces all in store iPhone repairs to camera, battery, front screen, speaker, and everything else. It might be possible for a repair for something else at a central repair facility. There is no legal obligation for Apple or their agents to repair anything out of warranty, and they’ve chosen the replacement process for most major repairs.

But if Best Buy can’t figure it out, I would suggest getting an Apple Store to look at it. Best Buy hardly has the best reputation for competent electronic repairs.
