Family Sharing with icloud

Can i share Apple TV but NOT share storage with one member of family? I want to share Apple TV with son and husband but only share storage with husband. Son is an adult. I cannot figure out how to set this up Thanks

Everyone who has the free 5GB plan is automatically included in your shared iCloud storage (assuming that you elect to share it with anyone). He cannot remove himself and go back to the free 5GB plan as long as you continue to share storage and as long as he is in Family Sharing for other things.
