Do I have to subscribe to Onstar data service or another Wi-Fi service to use wireless Apple Car Play feature in my 2021 Buick vehicle or does it work on its own?

It should work without Wi-Fi. However, your phone will need a cellular connection with data:
Set up CarPlay with your iPhone
