Well, you can look at the Related Article for issues with connecting via wi-fi. As far a cellular, do you have cellular data turned on in Settings? Are you seeing a signal for cellular at the top of your iPhone? Have you asked your cellular carrier about cellular data issues?

Glad you got it figured out. Unless your employer requires you use an VPN to connect to their network, they are really not that necessary and I've seen they cause more issues than they fix.
