Mute button and volume on Apple TV not working

I have tried two remotes and the mute/volume buttons don't do anything. I've also tried setting up the custom in volume control, any ideas?

The remote controls the volume on the TV or audio system directly – not through the Apple TV box*. The remote uses IR for this (unlike bluetooth for the navigation command), so there should be a line-of-sight to the IR receptor of the TV or audio system.

Also verify the remote settings for controlling the intended device.
