Do I have to pay for 50G of storage per month when I have only used 4.5G. As many months as I’ve payed for I should have over 300G. Does the storage space disappear if I don’t use it? Does it revert back to the free 5G if I cancel my subscription for awhile. I don’t understand how this works

It's a rental of space on Apple's servers; you're being billed for a month's worth of access to the same 50GB, and will be downgraded to 5GB if you discontinue.

Another way to look at this situation is that if you rented a 144 square foot storage space for $100.00 per month, and you only use half of the space, the free space doesn’t carry over because you didn’t use it. Furthermore, the payment is the same amount every month whether you use the space or not.
As Niel stated, you are merely renting space on Apple’s servers. You pay the same fee every month whether you use all of the space or none of it and you never get carry over storage space so you pay a fee every month for a fixed amount of storage space.
