Chinese File Names Garbled

Hi all;

I have garbled file names issues in those cases at below 👇

When I download files from Safari with Chinese names;

When I decompress Chinese named files zip/rar files with double click on finder

When I compress Chinese named files zip/rar files on finder

The file names mostly being garbled or sometimes shown as few ???? question marks

Before I could fix this problem through using "File Name Encoding Repair Utility v1.0" but because Apple hasn't updated this pack so I cannot use it on Monterrey system. (https://support.apple.com/kb/DL355?locale=en_US)

I'd tried all solutions which I found those on Google but not working. I need a solid solution, please!
