Announce Calls - Headphones Only - Working only sometimes

I've seen this problem since 2017 / iPhone 6s, but would like to resurrect some issues.

Announce Calls works always, when set on "Always"


In "Headphones Only" option, it gets more complicated. The phone needs to be in silent mode (Why?!) Also, to make it work, most likely you have to turn 'Listen for "Hey Siri"' off and on.


But here is the really strange situation. For me, some callers are being announced while others are not (those are all people in my Contacts). Worse, one caller used to be announced and now it's not. What is going on?


I have iPhone 13 Pro with iOS 15.1.1
