My new iphone13 cannot make or receive calls or texts. Airplane mode is off, do not disturb is off; i have now cell-bars appearing on the phone.I have completely erased and restarted/completed the start up routine and still have same problem. calls and texts are still gong to old phone

Simple questions:
Did you migrate the SIM? SIM is how the carrier signal knows where to go.
If the new phone was ordered with carrier service (the carrier signal going to the old phone) then the new phone may have an eSIM already installed ... and if the old SIM was not removed from the old phone the "confusion" may result in the carrier signal going to old.
I suggest taking both phones to a carrier office and have them verify these items.
Thanks for the suggestion , being it’s now midnight I will go to my carrier tomorrow, as I know nothing about SIM in the old phone or the new phone. I’ve tried every other suggestion, even from Apple Chat consultant. But he (and I) assumed that the total erase and re-install was going to work so we ended chat.
