iPhone 13 Pro > Wallet "Double-Click Side Button" not working

I finally upgraded from my old iPhone X to the new iPhone 13 Pro, currently running iOS 15.2

My passes were automatically re-added to Apple Wallet on my new device.

I DON'T have any credit or debit (payment) cards, only my COVID pass/certificate and store/loyalty cards.

Unfortunately, the option to quickly get the cards and passes ready by clicking the side (lock) button twice is not working for me on the new iPhone 13 Pro. It is enabled (indicator is green) in Settings > Wallet & Apple Pay > Double-Click Side Button, but not working - nothing happens when I double-click the button, no matter how quickly I do it (if I do it slower, the phone simply locks, because it only detects one click).

I believe this is a bug on iOS's side, because when I add a payment card (credit or debit) this feature starts working. However, I don't want to keep my payment cards on the phone (I don't use this feature), I simply want a way to quickly show my COVID pass and keep my loyalty/store/gym cards virtual, so they don't add bulk to my physical slim wallet (currently I have over 15 such cards).

Is there a way to make this feature work without keeping a credit or debit card added to Apple Pay/Wallet?
