If you’re wanting to continue using iCloud Photos, and have new photos and videos sync to iCloud. You would want to follow the tips in the article below to utilize features to optimize your storage.
How to check the storage on your iPhone, iPad, or iPod touch
If you’re wanting to remove the photos from the device, and not have future photos and videos save to iCloud. You can turn of iCloud Photos in Settings > [your name] > iCloud > Photos. Upon tapping the green toggle next to iCloud Photos, you would be presented with the option to Remove from iPhone, or Download Photos & Videos. If you tap Remove from iPhone, the photos would remain in iCloud, but be deleted from the iPhone. If you choose to Download Photos & Videos, the photos would save to the iPhone and remain in iCloud.
Any future photos and videos you take from that point would no longer sync to iCloud, and would utilize the storage space on your iPhone.

Another option that you may benefit from would be to turn off iCloud Photos, and transfer the photos and videos to a computer.
