I've tried every suggestion possible to sync my playlists in Music; it drops playlists randomly. Every solution has been tried. What can remedy this persistent issue?

It is difficult to determine what to suggest if you have tried everything. See if this helps: https://support.apple.com/en-us/HT201253. Maybe get an appointment at an Apple Store for help with this too.
