In the Watch app on the paired iPhone, go to: [ Display & Brightness -> Wake -> Wake on Wrist Raise ].
Make sure the slider is green.

Would you have Theater Mode turned on? Swipe the screen from bottom to top to open Control Center to check that the icon is not turned on.
By turning my ALWAYS on did not fix it.
