Here is my question, I gave my daughter my old MacAir (2014). We erased and restored to factory setting, which gave her Mavericks OS X version 10.9.5 with no updates available, why are no updates available? If there is, how do we update? Everything works fine except she can not sync her IPhone SE (2nd gen) to iTunes on the MacAir, why?

The MBA 2014 can go up to macOS 11 Big Sur.
Best thing to do is to use another Mac to create a Bootable installer. See How to create a bootable installer for macOS - Apple Support
Now perform a clean install:
First of all, backup your data to an external disk.
Now shut it down, insert the USB installer and start it up holding Option to enter boot menu
Choose USB installer to load Recovery Mode
Open Disk Utility and wipe the disk, erase all volumes and partitions Erase and reformat a storage device in Disk Utility on Mac - Apple Support
Close DU and start Big Sur installation.
