Can't update phone cause I need to update iTunes, but I have the latest version of iTunes so...

I'm running Windows 8 and trying to update my iPhone 7 (from 12.4.1 to 15.2) and keep getting told I need to update iTunes first. I just deleted and completely reinstalled the latest version and it's still telling me I need to update iTunes even though checking for updates tells me I indeed have the latest version (12.10.11). I'm starting to get desperate because my phone will also not download/install the update independently and I've been trying off and on for months (nor will it transfer any of my photos or videos for some reason and I've been playing a very not fun game of trying to tediously balance my constantly almost full memory for nearly a year). I finally had the time and high speed wifi connection to sit down today to really try and troubleshoot this but I'm just hitting a wall.

The most recent versions of iTunes for Windows require Windows 10 or 11. You need to update your operating system before you can install the current version of iTunes. Your copy of iTunes won't be able to update your device to iOS 15, nor restore content to it if you decide to upgrade over the air. It may still be able to sync if you do an over the air upgrade to iOS, but that cannot be guaranteed.
