Password change not permitted on Catalina

When attempting to change my password (Uunder Users and Groups as administrator) on Catalina I get the following message"The password for the account “David Phelps” was not changed. Your system administrator may not allow you to change your password or there was some other problem with your password. Contact your system administrator for help." I checked Profiles under System Preferences and there are no profiles installed.
