Will calls from Dr. offices ie emergency numbers that are not in your contacts be silenced with the silence unknown callers

When using the silence unknown callers on iphone 12, will calls from Dr offices Dental offices etc be silenced if their not on your contacts.

However, sometimes (not always) my iPhone does not ring even if the caller is in my contacts. Is there a hierarchy of phone numbers that the iPhone matches with, e.g., only the top most number?

silenced unknown caller I have an iPhone 13. I have it set on silence unknown callers. When unknown callers call, they only get a busy signal and cannot leave a voicemail. Any suggestions on how to change this so they can leave a voicemail? Thanks!
