Can i Charge Applewatch 7 via PC usb-c interface?

Problem is now solved, Microsoft replaced my Laptop, and now I can charge my smartwatch via the usb-c port

What troubleshooting steps do you then recommend to find out if my new magnetic applewatch cable is faulty, or it is my new Microsoft Surface Laptop 4 usb-c port who has the error?

Or are Apple usb-c ports special?

If apple usb-c ports are special, then it could explain why it does not work on other Laptops?

So even if usb-c is a standard providing power in both directions, then not all devices with usb-c supports power to other device.

I'll try to find a PC where it works with my Applewatch 7 magnecic usb-c power cable works.

If anyone made it work on a Microsoft Surface Laptop 4 with AMD processor, then I would be happy to hear from you.
