What Do I Do With Partially Setup Phone?

I was setting an old phone I have up for somebody, I only got as far as the passcode which they forgot and did not write down. I don't remember it either. It is impossible to restore, reset or do anything at all with it since it is not registered on a computer, and does not show up on iTunes-it does not recognize it at all. I did not get that far to get them to put their prints on it. What do I do with a partially set up phone that nobody seems to have an answer what to do with?

Follow the steps here to set the iPhone to recovery mode: link-> If you forgot your iPhone passcode or the device is disabled - Apple Support

It can be any computer Mac or PC, and nothing needs ethane ever been registered at all. Just make sure you follow the steps there to restart the iPhone in Restore mode.

You may also need to entirely restart the iPhone: If your iPhone won't turn on or is frozen - Apple Support

You need to follow the steps to restart it in recovery mode for iTunes to pick it up.

Specifically steps 2 and 3 which says turn it off, and then hold specific buttons while connecting it to the computer.

If the iPhone is not at this screen or a similar one:

Then you are not in Recovery Mode.

Then plugging it in should prompt iTunes to see it.

What computer are you using exactly? What OS is it running?

I tried that originally. I had been to that link. It takes you to iTunes where it does not even recognize the device. I tried every USB port on my computer. iTunes finds my own phone so this is not the problem.

No, iTunes does not see it at all. This is the problem. I have tried everything. I am running Windows 10 on an HP with an Intel Pentium chip. My phone it recognizes without a problem. I have no idea what is wrong. I can't use the passcode, I can't get iTunes to recognize it is there...what else can I do with it?

It looks exactly like this minus the computer. In place of the computer is the iTunes logo. Even the words that are shown in the picture are exactly the same.
