I have followed all the directions and adjusted all of my settings. I have ensure that my balance is correct and my right AirPod is still much quieter than my left. I like to use just the right one but I am unable to because I cannot hear my notifications or my phone calls loud enough

Depending on the application, it may have the ability for balance settings. So, overview the application.
C. Wiggle it Around:
What happens when you giggle it around al little bit. Does that fix it?
D. Clean Debris:
Clear Out Earwax: How to Clean your AirPods and EarPods - Apple Support. Use a microfiber cloth for this.
