Shock from charger
My iPad charger was plugged into the wall but not into my iPad. When I touched the end that goes into the ipad, I was slightly shocked.

Probably a static charge discharged when your hand came in contact with end that goes into the iPad. This happens to me as well during the winter when there is a lot of static electricity and humidity in the environment at home. It definitely did not come from the plugged in charger.
