I can’t receive calls from no caller ID

Silence Unknown Callers is off..

I keep missing calls from the doctors who obviously call from an unknown number. I have turned off silence unknown callers. i've restarted my phone etc.

The person who is calling me gets an engaged tone and I get a missed call notification.
