Yes it’s supposed to always be open, that’s why you can’t force quit it…. It’s your File manager, its quite important that it’s running. Every Mac will have a dot under the Finder icon, and it will always be open, unless in the process of relaunching, in which it will temporarily be closed.

Yes, Finder cannot be force quit (at least in a user facing way) on macOS, as it is deemed integral to the user - without it open, you have no Files on your desktop, no file manager etc. Better to just restart your computer.
even when I restart computer finder is open in the background .Is this normal ? .it has a black dot under it at the bottom tab .Every time I go to force quit it changes to relaunch so I can't force quit .Is it okay to leave it open in the background ?
