Call Forward Spinning wheel iPhone SE

Call forwarding will not deactivate on the iPhone SE. Sits with spinning wheel.

I have tried the following with no luck:

• restart
• reset
• hard reset
• Volte off
• wifi off
• bluetooth off
• wifi calling off
• network setting reset
• Setting reset
• airplane mode activate and deactivated - reset whilst doing the same
• complete phone erase and install
• software update - 15.2

Has anyone got any other ideas
