cpu clock speed not fully utilized

hi!


i disabled intel ppm on windows 10 in my macbook pro mid 2012 in the hopes that the clock speed can increase from 1.19GHz to 2.50 GHz which is my processor's (i5 3210m) advertised clock speed. sure enough, it "worked", according to task manager. i loaded up a game in the hopes that maybe some discernible change is present, but it hardly did anything. i installed cpu-z and was surprised to discover that it still detects the former clock speed of 1.19GHz, even after disabling intel ppm.


does it mean that it didn't work? or do i have to do something else in order to achieve the true 2.50GHz that my processor can offer? any help would be appreciated. (i also wanted to boost my processor to 3.1GHz, but i just don't know how.)
